Mohammad Fadel: [p.238] On the other hand, a disadvantage is the loss of communal coercive power. In a democracy, Muslims do not have the right to apply Islamic law coercively on the members of the community, where they might have had that right in all sorts of pre-modern regimes. Therefore, on the one hand it [democracy] expands rights, but from another perspective it also reduces them.
